Reisen nach Estland und Litauen sind möglich …
Für die baltischen Staaten (Ausnahme: Lettland; siehe unten) ist nun ab 01.06. ein Tourismus möglich. Für Staaten mit einer niedrigen Infektionszahl (Deutschland, Österreich und Schweiz zählen dazu) wird eine Einreise ohne 14-tägige Selbstquarantäne ermöglicht.

“The borders of Estonia will be reopened from 1 June to passengers arriving from European countries. Estonia will admit people with no symptoms arriving from the European Union, the members of the Schengen area or the United Kingdom of Great Britain and Northern Ireland.
The compulsory quarantine for people arriving in Estonia depends on whether the relative coronavirus infection rate in their country of origin is above 15. This means that no more than 15 people per 100 000 inhabitants are infected in the passenger’s country of origin in the past 14 days. Anyone arriving in Estonia from a country with a higher infection rate must self-isolate for two weeks on arrival.

“The temporary internal border control and checks for persons entering and leaving the Republic of Lithuania at the internal border of the European Union has been extended from 1 June 2020, 00:00, until 16 June 2020, 24:00 at the international airports, Klaipėda State Seaport and at the following Lithuania-Poland border checkpoints – Kalvarija, Lazdijai and Šeštokai.
As of 1 June, the entry of foreigners into the Republic of Lithuania remains prohibited, except for:
citizens of the countries of the European Economic Area, the Swiss Confederation and of the United Kingdom of Great Britain and Northern Ireland, and persons lawfully residing in these countries, who arrive from these countries, provided the incidence of COVID-19 (coronavirus infection) in the country where they lawfully reside has not exceeded 25 cases/100 000 population in the last 14 calendar days. The list of such countries shall be approved and made public every Monday by the State Commander of National Emergency Operations;”

Die Regeln sollten eigentlich auch für Lettland gelten. Hier hat man einen politischen Konsens der baltischen Staaten hergestellt. Die offiziellen Seiten Lettlands wurden aber noch nicht aktualisiert. Auch die Botschaften in Lettland kennen die neue Regel noch nicht.
Estland und Litauen haben diese Lockerungen an die Infektionszahlen gekoppelt. Verschlechtern sich in Deutschland, Österreich oder Schweiz die Infektionszahlen, wäre das dann nicht mehr möglich.
